The Permit Process
Step 1: Initial Contact
Contact Mike Abels for scheduling and logistics support. Provide the following information:
- Brief description of your intended research
- Date(s) & duration of field season(s)
- Description of your logistic needs, such as instrument or equipment needs, any special power requirements for your instruments, IT/Internet for data transfer
- Obtain a support request form

Step 2: Letter of Support
Contact Dr. Donie Bret-Harte for science support and letter of support. Provide the following information:
- Complete description of your intended research
- Date(s) & duration of field seasons(s)
- Obtain a letter of support from Dr. Bret-Harte for your project proposal
When: Two weeks before funding application deadline

Step 3: Site Scoping with ToolikGIS
Contact ToolikGIS Office to begin research site selection process. Provide the following information:

Requirements of your research site, for example:
- vegetation- moist acidic tundra, shrubs
- topographic- elevation, slope
- hydrographic- water proximity
- geographic- Imnavait watershed, Toolik Lake, Anaktuvuk Burn
- infrastructure- away from roads, near boardwalks, close to MetStation
- Obtain completed map and GPS coordinates for proposed research sites
When: GIS staff need one month lead time before you anticipate submitting a permit application.

Step 4: Permit Scoping with BLM
Contact Peggy Thigpen at AK BLM Office to begin BLM Permit application process.
When: Two months before you plan to submit an application.

Step 5: Project Funded
Notify Toolik and BLM that your project was funded.

Step 6: BLM Permit Application
Contact Peggy Thigpen at AK BLM Office to begin BLM Permit process. Provide the following information:
- Complete description of your research
- Completed map and GPS coordinates for proposed research sites
- Submit payment for BLM permit fee
- Obtain BLM permit approval
NOTE: If your application is not complete, the review process will not begin. The preferred time to submit applications for summer field work is January/February.
When: Allow at minimum three months for processing.
Step 7: BLM Permit Awarded
Permit approved and fees paid to BLM. Submit a copy to IAB-Logistics Office.
Start field work.
Research Permits
Project permits from applicable Borough, State and Federal agencies are required and must be obtained by the project leader prior to conducting research at the Station. The Institute of Arctic Biology cannot jeopardize the authorization for the Station site by allowing research to proceed in the absence of the required permits. All principal investigators must submit copies of permits to the Logistics Office before they or their co-workers conduct research at the Station.
Does your project intend to work on lands owned by the Bureau of Land Management and/or use a snowmachine to support your work?
Contact the United States Department of the Interior, Bureau of Land Management. Request Form 2920-1, Land Use Application and Permit.

Contact the State of Alaska, Dept. of Fish and Game and request an application for Scientific or Educational Permits.

Will your project involve vertebrates?
All activities involving live vertebrates must be reviewed and approved by the Institutional Animal Care and Use Committee (IACUC) from the institution awarded the research grant. You must provide a copy of the approved IACUC protocol and the approval letter. If you need to use the Toolik Field Station Animal Facility you also need approval from the University of Alaska Fairbanks IACUC. Please contact the UAF IACUC Administrator for assistance:
